Telengana govt. cleared 12,462 cheques but have details of 182 cheques only

An RTI was filed by anti-corruption activist Vijay Gopal and it revealed that from June 2014 to August 2015, the Telangana CMRF dispersed Rs 86.6 crore to people across the state, clearing 12,462 cheques. But the govt. have beneficiary details of just 182 cheques it issued of worth Rs 1.69 crore. Talking about the remaining 98.5% beneficiaries who received the funds, there are only names of them and other details.
