The NIA investigation revealed that FIF Chief Hafeez Saeed had conspired to create sleeper cells in 2012 in Delhi & Haryana under the context of mosque construction, madrassa education, & financial assistance for marriage of poor Muslim girls. The NIA filed charges against 3 accused persons. Shahid Mahmood, Chief's deputy allocated the task of re-routing funds from Pak to Dubai to India via Hawala channels, to his associate Kamran.
