First time in 13 years, ULB polls in J&K begins, voters seem clueless

This is happening for the first time in 13 years, the ULB elections in J&K are underway in the middle of tight security. Many of the voters have complained that they had no clue about the candidates and the schedule of the voting. In 2 hours only 2% voters appeared for polling. 2 parties- NC and PDP, due to lack of clarity about polling stepped down from elections, this led to a direct contest between BJP and Congress.
