Russian scientists to build telescope to detect outer space signals

Russia has started an ambitious project as its scientists are building a telescope to search for extraterrestrial signals transmitting them into an optical spectrum. However, Alexander Panov, a researcher at Institute of Nuclear Physics at Moscow State University claims main agenda would be to monitor cosmic rays. He further says we can also create a laser system to transmit space messages through optical spectrum.
