A European Union's top court has said the owners of the websites could be liable for assisting Facebook in tracking users' web browsing and for transmitting data to Facebook without users consent. That is what appears to happens exactly when someone visits a site with a 'Like' button whether or not they click it. The rule doesn't stop FB from giving these options, but the sites must get user consent before sending data to FB.
