The Calcutta High Court has said the bypoll for the Bhabanipur assembly seat, which is being contested by West Bengal CM Mamata Banerjee, would take place on September 30, as scheduled earlier. The court said this while reacting strongly to the conduct of the chief secretary for his letter to the Election Commission. The Chief Secretary cited the emergency in holding the election in Bhabanipur constituency in the letter.
