In the "largest fraud in history" of Winsconsin state, a Dodge County sheriff pocketed nearly $11 million by using false documents. In the documents, the sheriff named Craig Harbaugh showed that as many as 12 agencies were doing business with him while seeking loans and investments. "I was irresponsible, immoral, criminal, and selfish," 50-year-old Harbaugh said. He pleaded guilty in Nebraska federal court.
