Congress MP Shashi Tharoor very well knows how to be in news. Recently he was in news for calling PM Modi a 'Scorpion' and now again indirectly he has commented on the PM. Today on Nehru's birth anniversary, Tharoor said that it was Nehru's institutional structure because of which today a chaiwala is the PM of India. It is due to him that any Indian can work in higher offices. He asked also who established ISRO?
