Twitter goes down, Users unable to tweet, Error messages of 'Try Again' flash on platform

Microblogging platform Twitter seems to have gone down for a lot of users. People are unable to make new tweets or even refresh their home page. Messages like "Try Again" and "Something Went Wrong" are flashing up on the homepage. Twitter is experiencing overcapacity is also being flashed for some users. It is unclear what exactly is the issue, but it seems to have gone down on both mobile devices and desktop.
