South Korea to raise the infectious disease alert to "red" highest level after a surge in cases of the novel coronavirus in a matter of days. President Moon Jae-in said the government could take powerful measures like never before to contain the outbreak, without being tied to regulations. He declared the city of Daegu and Cheongdo 'special management zones for infectious diseases' to fight the epidemic.
