It has been confirmed that Twitter and Twitter deck are currently down because of global outrage. Twitter has stated that it has been investigating the issue and this is why users won't see DMs. They have assured that they are working to fix this and will the issue resolved soon. Over 4,000 incidents are reported globally from Japan, Canada and India. TweetDeck will also have no permission to access the main account
