Why the trekkers died at Theni forest fire?

There were two groups of trekkers and forest Dept initially said that the trekkers went inside without permission. However, later they changed that statement and said that permission was given to one group and the other group didn’t have any permission. The villagers have said that there was fire raging in various parts of the forest for last 1 week and the trekkers weren’t informed about it properly.
