The Duma was the elected legislative body that, together with the State Council, served as the imperial Russian legislature from 1906 until its dissolution after the March 1917 Revolution. Tsar Nicholas II founded the Duma as a result of the 1905 revolution in his Manifesto on October 30, 1905, promising that it would be a representative parliament and that its approval would be required for legislation to be enacted.
