In 1948, France and India agreed that the inhabitants of France's Indian possessions would choose their political future. French India was not de jure united with the Indian Union until 1962. On November 1, 1954, the bureaucracy was de facto united with India's. The four enclaves of Pondichéry, Yanam, Mahe, and Karaikal were de facto transferred to the Indian Union on November 1, 1954, and became the Union Territory of Puducherry.
