In 1954, the Government of India established two civilian honors, the Bharat Ratna and the Padma Vibhushan. The latter was divided into three classes: Pahela Varg, Dusra Varg, and Tisra Varg. Following a Presidential Notification released on January 8, 1955, they were renamed Padma Vibhushan, Padma Bhushan, and Padma Shri.
